OSP Has Failed To Fulfil Its Mandate – Lawyer Sam Okudzeto asserts

Veteran lawyer and statesman Sam Okudzeto has criticised the Office of the Special Prosecutor (OSP), arguing that the institution has failed to deliver on its core mandate since its establishment.

Speaking during a public forum on governance and accountability, Mr Okudzeto stated that the OSP, which was created to spearhead high-profile corruption investigations and prosecutions, has not lived up to expectations. According to him, the office has struggled to make meaningful progress on cases that matter most to Ghanaians.

“The Office of the Special Prosecutor was set up with the hope that it would be an independent, fearless institution capable of fighting corruption at the highest levels. Unfortunately, it has not fulfilled that responsibility,” he said.

He noted that several high-profile cases have stalled or ended inconclusively, leading many citizens to lose confidence in the office’s effectiveness. Mr Okudzeto argued that the OSP must adopt a more proactive approach, strengthen its investigative processes, and demonstrate visible results.

While acknowledging the structural and resource challenges the office faces, the legal luminary insisted that those concerns should not become excuses for non-performance.

“We cannot continue to pour resources into an institution that does not show tangible impact. Ghanaians expect accountability, and the OSP must rise to the occasion,” he added.

His remarks have sparked renewed debate about the future of the OSP, with some governance experts calling for reforms to enhance the office’s independence and operational capacity.

The Office of the Special Prosecutor has yet to officially respond to Mr Okudzeto’s assessment.
